Can a South African apply for a Japan Tourist visa in Thailand and get a re-entry permit on a Non-B visa?

I know this might be a long shot but here goes.

I'm a South African passport holder. I have a SINGLE ENTRY Non-B visa for Thailand. I need to fly to Japan in October (for 1 week) and I've noticed that I need a Visa.

1. Can I apply for a TOURIST visa to Japan in Thailand? If so what will be the procedure? And where?

2. Is it possible to apply for a RE-ENTRY permit without having to go back to South Africa? If so what will be the procedure? And where?

, she had a single entry Non-B visa which was good for one 90 day entry into the country. IF she wanted to exit and re-enter during those 90 days she'd need a re-entry permit.

On a single entry visa buying a re-entry permit doesn't add any more days to the original entry stamp you get.

It allows you to exit/re-enter the country and get stamped in for the same date you got when you first entered on it.

The re-entry permit on her Non B visa is no problem, cost 1000 Thb at Immigration office or a little more at the airport.

Multiple means you can go and enter as much as you please as long it is before the enter before date on the visa. Re-entry permits are made for people on Extensions of Stay but can be used for Single Entry visas but you do not gain extra days on it. The original Admitted to stay date is the date you will get again on return.

But still... What's the point of writing single entry on a visa that you can ask a re-entry permit for? Or do you also need a re-entry permit for a multiple?

Single Entry Visa means that the moment you enter Thailand the Visa is used. On Entry you get based on a Visa an Admitted to stay period stamped in your Passport. If you have to leave during this period you can buy a re-entry permit and you get on return the same date as previous.

Looking at the site of the Japanese Embassy it would be very hard with only a 3 month Visa to stay in Thailand
