Question please...

We want to do everything properly, so can someone holding Philippines passport come into Thailand for the purpose of 1-month massage class/training on Visa Exemption? Or do we need to apply for TR-60 (Recreation Learning)?

This is what Thai Consulate LA say about Visa Exemption.

"Nationals of the following 93 countries and territories are entitled to Visa Exemption for the purpose of tourism, business engagement, or urgent work or ad-hoc work, for up to 60 days period of stay and can be extended for another period not exceeding 30 days."

They didn't say anything about recreation learning. So we are not sure.

Thank you kindly,

TLDR : Answer Summary
A holder of a Philippines passport can enter Thailand under the Visa Exemption for tourism purposes, which allows for stays up to 60 days. There are no specific restrictions regarding taking classes or learning, so it is possible to attend a 1-month massage class without needing to apply for the TR-60 visa.

There is no difference really between Tourist visa and visa exempt. They are both simply tourist entries. You can take classes on any visa, there are no visa restrictions as far as learning/classes goes.
