Can a German passport holder apply for a Thai SETV while in Indonesia?

Asking for a friend:

German passport. He is at the moment in Indonesia and want to fly back to germany. He told me, all flights cancelled, so he is thinking about flying to bangkok and from bangkok to germany.

I guess, at the moment is voa cancelled for germans, right?

Can he apply in a thai consulat in indonesia for a SETV?

If yes, what will he need (health certificate...) or does he get this answer only at the consulat?

Are there any other options?
