Can a Dutch citizen apply for a retirement visa from India, and what challenges might arise if applying from Thailand?

As a Dutch citizen, can I start applying for the retirement visa, so the Non Immigrant O-90 days visa, from India? Or only from the Netherlands?

And second, if I would do this process in Thailand, would the only problem be opening a bank account?

Unless you live/stay in india I wouldn't use the thai consulates there. If you want a Non-O visa you can apply from your home country OR go to a nearby country (Vietnam/Lao) and apply thru a thai consulate there.

IF you're going to do it inside the country you need to have a bank account with the 800K baht BEFORE you apply for the Non-O at the immigration office

You mention you're from The Netherlands so you should contact your embassy here to see if they issued the affidavit of income from abroad notary letter <- which you can use as proof of funds in lieu of having the 800K in a thai bank account
