Can anyone advise on whether it's possible for a Croatian citizen to apply for a Tourist visa at one of the SEA consulates/embassies? Preferably at least 60 days.

TLDR : Answer Summary
Yes, a Croatian citizen can apply for a single-entry tourist visa at a Thai consulate in Malaysia or Laos, which will allow a stay in Thailand for 60 days upon entry.

Croatia is not on the list of prohibited countries for the thai consulates in Malaysia or in Lao so you should be fine going to a thai consulate in one of those countries and getting a single entry tourist visa that will stamp you into thailand for 60 days when you enter
