Israeli citizens are subject to the same general visa exemption rules as citizens from the US and UK, which allows them to stay for 30 days without a visa upon arrival. There is no special provision currently allowing Israeli citizens to extend their stay beyond this exemption without obtaining a proper visa. While they may have previously been granted special extensions due to circumstances like conflicts, such provisions have been discontinued. Extensions are possible only under specific conditions, and relying on continuous visa-exempt entries can raise concerns regarding immigration compliance.
Sounds like he's doing border hops and extensions.
Telling the truth (more or less), but still a red flag as far as the meow meow is concerned. If hes relying on serial visa-exemptions, its only a matter of time before he gets pulled aside at the airport and told "Last Time", or even denied entry.
Thus leaving the kitten alone again with no carer.

Israeli for a brief time were allowed an extension due to the war (similar to the Ukraines).
This program was discontinued a while ago, (as well as the Ukraines). If I remember it was February or beginning of March
They are not allowed any longer than 1 x 30 day extension per entry again.
So it is possible he was telling the truth.

No, Israeli citizens are entitled to the general visa exemptions, which means a 30 days free stamp upon arrival. (Similar to citizens from US and UK).
It’s not possible to get an extension every 60 days. You can get ONE extension on a 60 days tourist visa. If he’s married to a Thai he’s entitled to ONE more.
If he’s without any visa on a visa exemption, he also can get ONE extension after 30 days. You can of course do a couple of border runs, but it’s not possible to stay more permanently in Thailand without a proper visa according to your personal situation.
