TLDR : Answer Summary
The current status is that no double entry visa stamps are being issued. Changes approved by the Thai cabinet have not yet been implemented, except for a free 15-day visa on arrival for selected countries. Tourist visas remain restricted to 30-day visa exempt entries, limited to two per calendar year, and are available as either a 90-day single entry or a 6-month multiple entry.

maybe I'm not fully awake yet, but isn't the SETV for 60 days, with a 30 day in-country extension for additional fee?

the time frame mentioned in front of the "90 day single entry tourist visa and the 6 month multiple entry tourist visa" is the VALIDITY of the visa itself. <- the amount of time you have to enter the country and get stamped in for 60 days. ;)

Unfortunately NONE of the changes approved by the cabinet have managed to make their way thru the government process and get approved other than the FREE 15 day visa on arrival for people from 21 countries.

That means at this time 30 day visa exempt entries by land are still limited to TWO per calendar year, and tourist visas are sold one of two ways; a 90 day single entry or a 6 month multiple entry.

you need to understand the difference between entering on a valid tourist VISA <- that you bought from a thai consulate in another country and entering on a 30 day visa exempt entry stamp <- that you get for free when you show up here without a visa in your passport.

NO.

It becomes a risk if you have a longer history of living in Thailand using Visa Exempt Entry and Tourist Visa back to back.

What about if just fly there, and fly back in again... I’ve done that before 3 times.

Take a day longer, need to pay in USD and you need to meet the requirements as mentioned on their website.

How about Phnom Penh as flights cheapest there...

Official not, but the day comes that Immigration suspect you of working in Thailand and deny you entry. Seeing that you're in BKK, fly to Udon, take the bus to border and Vientiane. Back by land and fly back from Udon to BKK.

Is there a limit on the number of times you can enter on a tourist visa? Because I’ve heard of some people doing this for a year at time ?

Interesting I’ve been accepted ok in DMK 3 times.

If you already have multiple Tourist Visa from one Consulate it is better to change. If the consulate decide you have to many, you get the nice red warning stamp next to your visa. Next to that DMK is mentioned many times as the airport who deny people entry when having a longer history of using tourist visa to stay inside Thailand. Example of this red stamp:
