Looking at my local immigration office yesterday, a usually deserted place in normal times was packed with hundreds of those from Cambodia and Mayanmar seeking to be officially recognised under the government's amnesty program who have crossed illegally. I am sure if you are willing meet the legal requirements they will allow.
Entering through Poipet border crossing the only ASQ hotel allows is Tawarvadee Resort. The hotel is doing a pick-up from the boarder for an extra payment
I'm now in Phnom Penh and will arrive to Bangkok next week. She needs to ask for 45 days visa (can be extended with 30 extra days). But she needs to show flight back to Cambodia too and 1000 USD. The only flight now available is Silk Air/Singapore Air, but it's expensive (like 400 USD). She can also get in through Poipet but will need to stay in just one ASQ available expensive resort. If she comes thru poipet border crossing then she might not need flight back. Anyway she needs a tourist visa to apply and the COE procedure (if she is entering thru poipet then it's done by the Thai embassy, if she comes by flight it's online). She needs to do fit to flight and Corona test less than 72 hours before she entering Thailand. She needs to order ASQ and Thai Corona insurance for the period of staying. Can be done with money... It's should cost about 2000 USD in total (not including the 1000 USD cash that she has to show).

i just found a charter flight non stop. you might want to check the thai embassy in the country and look for "traveling to thailand as a foreigner during covid-19"
My Lao wife and British son crossed at Chong Mek but I had to arrange "hospital" transport to the ASQ in Bangkok. This was in August. Not cheap but the only way I could get them home.
Sure, 16 days in ASQ, insurance, cover test, COE etc etc same as everyone else. Might have to arrange ASQ transportation from border to your ASQ though as not sure there are any flights at the moment.

Are indirect flights feasible? You'd need a direct airside transit (both flights in 1 booking and bags through-checked). Maybe via Singapore?
see if one of the hotels will pick her up, it will cost you but that's pretty much the only alternative bar hiring a private jet which is obviously pretty expensive
