I have been told that we need to have a doctor certificate valid from the last 3 days to enter the country? I am going to Cambodia for my visa run tomorrow.

TLDR : Answer Summary
The current entry requirements for Thailand stipulate that all visitors must present a medical certificate valid for no more than three days, along with health insurance that covers COVID-19 treatment and a tracking app installed on their smartphones. This has been confirmed by multiple comments regarding visa runs from Cambodia.

I have just read info on Thai Embassy site saying as of now "all" visitors to The Kingdom of Thailand will require a medical certificate no more than 3 days old when entering, health insurance to cover COVID 19 treatment and have a tracking app installed on their smartphone. That's the latest.
. . wrong. Only these 6 countries need a medical certificate: THAILAND - published 13.03.2020
1. Passengers arriving from China (People's Rep.), Hong Kong (SAR China), Iran, Italy, Korea (Rep.) or Macao (SAR China) must have a Health Certificate as well as Lab Test COVID-19 to prove they are free from Coronavirus (COVID-19). The Health Certificate and Lab Test COVID-19 must be valid for not more than 2 days prior to departure
What "Thai embassy" site? There's a few websites that claim to be Thai embassy, but are visa agents.

It appears that UK people CAN (no matter what those visa run companies down in Pattaya say) bounce out and back at the cambodian borders.
Pick your border crossing carefully because some require you to stay over night in Cambodia now AND will flat out deny entry to people EVEN if they stayed over night. Like what happened to
