sorry, why do you think that? The picture says it's available for students studying bachelor degree or higher(see yellow background). The graduation thing relates to "+1 year extension for finding a work"(blue background). At least this is the way I understand that infographic.

I would suggest you to go by land boarder. You can go Hat Yai from Penang and then fly wherever you need inside Thailand.

You can get Police clearance record in Bangkok or Chonburi for sure. It takes about 2 weeks to get the results.
