Why can't Singapore passport holders apply for the DTV visa at the Thai embassy in Singapore?

Not sure how many people this would be relevant to here, but DTV for Singaporeans at the embassy in Singapore is still not happening yet.

From what I understand from the broken Thai English, Thailand and Singapore have a bilateral agreement to waive all visa fees, but they have not agreed on anything with DTV. So, ironically, Singapore passport holders can't apply for DTV in Singapore.

Currently in nepal and the application for a 60 day tourist visa takes "about 2 weeks to complete" i have a flight to bkk tomorrow but dont want to arrive on another 30day non visa. I can fly somewhere else to get the 60day visa. What would be my best option?
