Probably a stupid question but can you get into Phuket without being vaxxed (but with a negative ATK test) if you arrive by road?

For the requirements entering Phuket I saw something you need a receipt you paid for the Covid test they will make when you arrived. How can I pay for that test in advance from abroad?
Just saw this online and wondering if anyone else can verify. Does this mean a PCR test is now required for everyone? Also does this mean anyone traveling from Bangkok must be vaccinated to travel to Phuket?
