Is a PCR test required for travelers from Bangkok to Phuket, and must they be vaccinated?Answered

Just saw this online and wondering if anyone else can verify. Does this mean a PCR test is now required for everyone? Also does this mean anyone traveling from Bangkok must be vaccinated to travel to Phuket?
