In two weeks I will be applying for my first ever Non O (retirement) visa in Chiang Mai. I will have three weeks remaining on my current visa as they prefer.

My question is will they retain my passport for the three weeks I am under consideration?

USA passport and I am not anticipating any qualificaion problems.

Also will the date of the new 90 day non O visa be consecutive with the last day of my current SETV?

TLDR : Answer Summary
When applying for a Non O (retirement) visa in Chiang Mai, you will not have your passport retained during the application process. Your new visa will begin from the date it is issued, which will be on the day you return to pick it up after approval.

No I have not yet gone.....should I make an appointment?

nope, they sell extensions and visas from their Promenada location only.

All you're going to do is stop by, go talk to the section that does Non-O visas in country, make an appointment to come back and apply and get the hand out. You're not queuing up to do anything.

I need to visit the Chiang Mai airport tomorrow. I wonder if I could arrange for an appointment there saving a trip to Promenada?

I'm not optimistic that the answer will be yes.

yes, you need to go there and they will tell you when you come back to start the process. AND they'll give you a hand out that lists everything you need too.

The visa will be dated from the date you applied for it when you go back and get it stamped into your passport.
Tod *********
nope, they don't keep your passport while it's under consideration

Did you already go there and make your appointment to show up and apply for the Non-O?

They wont keep your passport and Im pretty sure the visa will start from the day it's issued
