Will I face issues border bouncing in Thailand on my second entry this year?

I flew in for 60 days in February this year and am thinking of coming again around August on a multi- entry for six months.

As it will be my 2nd entry this year will I have any problem when I border bounce at Chong Chom after 90 days, technically a 3rd entry for the year?

you are confusing a couple things. There is NO limit of entries you can make into the country by land on a valid VISA..

However you can only make TWO entries into the country per calendar year by land without any visa (entering on a 30 day visa exempt entry)

the Chong Chom - O'Smach border is mostly used by Isaan-ese expats and isn't known as a hard core border at all.

now with that being said there are SOME land borders that are just plain sucky to use and I'd say AVOID them if you can.

Definitely do NOT try to bounce out and back in at the Aranyaprathet - Poi Pet border with Cambodia

So what that means IS

IF you have a valid visa (like a 6 month METV) you can exit/re-enter all you want by land borders and it doesn't count against the TWO 30 day visa exempt entries by land in a year that you're allowed ใ€€

Same as it up to the officer at the airport when you arrive in august
