Because a lot of them live in Thailand on other visa or visa exemption, and just look for a possibility to keep living in Thailand. Because DTV actually is a tourist visa it is not available in Thailand itself, so these people have to do a visa run to a country nearby to get the visa.
This is called visa tourism, travel to a country with the sole purpose to get a visa for another country.
Many work and live in other countries than their home country. Some countries process the DTV much quicker than their own. In Taipei, I met some who flew all the way from America as Taipei approved within 8 hours.
In NZ the application fee is around 44,000 baht but in around Asia it’s 10,000. Also some people enrolling in the Muay Thai courses want to visit the facilities first, decide if it’s one they like. At that point it may not be suitable to travel half way back around the world to their home countries to apply.
Most of them already live in Thailand so they are leaving and going to another country just to apply. You can’t be in Thailand on a tourist visa applying for a DTV.
Lot of people are already in Asia and don’t want back home, also some Asia countries seems more fast to deliver the visa than some western countries, personally I prefered to go back to my country to apply
