TLDR : Answer Summary
The 14 days visa exemption applies primarily to passport holders from Myanmar and Cambodia under bilateral agreements. Additionally, individuals from other countries eligible for a visa on arrival can potentially apply for an extension in case of emergency situations, such as the COVID-19 pandemic.

There is no 14 day visa on arrival. The people from the 18 countries who get a 15 day VOA get letters from their consulate and apply for the emergency covid-19 extension like everyone else.

you need a letter from your consulate stating you can't travel due to covid-19 and then you go apply for the emergency extension.
