There is no 14 day visa on arrival. The people from the 18 countries who get a 15 day VOA get letters from their consulate and apply for the emergency covid-19 extension like everyone else.

last time i apply for 30 days extension in CW I was assigned at counter J because I have a tourist visa (60days). This week I have plan to apply for emergency extension because of covid-19 but not sure where to go. In CW or the building behing the Impact Arena. Please advise.

you need a letter from your consulate stating you can't travel due to covid-19 and then you go apply for the emergency extension.
