I've done it quite easily in Vientiane.
But you do need to go to the Embassy/consulate in person to pay.
I have been to both but it was 11 years ago. Vientiane was stricter in terms of requirements. I needed an updated security clearance. Suvannaket did not. Vientiane is a cool city. Good French restaurants and things to do. But there were hundreds of people queued up. Suvannaket is a dump but there were a lot less people. I’d go to Suvannaket if I had to get a new Visa.
A strange question! The process is online. The people who eventually decide are not in the consulate. So you can do it anywhere, but you have to be in or near the place you chose.
