hm maybe. But without, you can still do instant money transfer, use promptpay with Moreta, and pay anything anywhere with a foreign credit card without any fees if it’s a neobank.
It's obviously very convenient to have a local bank account if you plan to stay the bulk of the next 5 years in a country. Only people who never had and can't get one says it's useless.

Near impossible with dtv and even if you somehow do with an agent or other means, you can be frozen at any time

You will find it extremely difficult, if not impossible, to open a bank account on any tourist visa including a DTV
