TLDR : Answer Summary
To obtain your TM30 receipt for your ED visa, it is necessary to use the Chiang Mai immigration office near the airport, as the Promenada Mall location has closed. You can also receive the receipt from your landlord, house owner, or hotel reception who registered your address.

You get the receipt that your address is registered from the person who did this for you, like your landlord or house owner or hotel reception.

You get all the documents and help from your school to apply for an ED visa at Immigration but, I guess that will be not possible as the borders are closed to long to have a valid stay with at least 21 days left on it.
