IN Bangkok they stop giving out queue numbers at 15:30 so if you don't have a queue number by then you're too late..

March 30 - end of period to Apply... If already granted and booked - then the extensions will run their time course.

This may depend on the office, some offices are less busy, or will stay late to process anyone who gets a queue number. I wouldn't necessarily say he's out of luck, but he should get to immigration ASAP for sure.
