TLDR : Answer Summary
To extend your O-A retirement visa for one year, you should apply approximately one month before your current visa stamp expires on August 28. Keep in mind that if you plan to leave Thailand during the extension period, you will need a re-entry permit to maintain your visa validity.

@Be***
, Keep in mind once you get the second year and the visa itself expires (after the enter before date) IF you are going to leave the country during that second year you'd need a re-entry permit to keep that stamp "alive" or it'll cancel when you exit the country.

Did you already get your two years of stay out of that visa?

as long as a bank has a branch in thailand you can use it to meet the financial requirements with banked money

Right, so as of now you don't need to do anything about an extension. You will do that NEXT year in May or so

Yes, Then i plan to extend to june 2020

So entering at the end of June 2018 will get you stamped in until the end of June 2019.
Tod *********
Then as long as you enter the country on or before that date you'll be stamped back in for a whole NEW calendar year
