For changing from ed visa to non b, got cancellation letter from university in which last date is 20 December.

 So go to immigration for cancellation in first week of December and then go to lao visa run first week and come back before 20 December. It is ok to enter with non b.

I am wandering ed visa cancellation is effective on date of going to immigration or 20 December.

Khin Zin . your problem could be, that for an application in Laos, that Vientiane will switch to E-visa online system by December 20, and they might not accept any more appointments for a personal application before that time. After the E-visa system becomes active by January 1st, the processing time has been announced to be something like 10-15 days. You need to check the website of the Thai Embassy Vientiane ASAP
