I have seen a few posts regarding obtaining a trailing spouse non-o in Malaysia....is this possible?
My husband would get a Non-O based on retirement inside Thailand and then we could travel to Penang to obtain a trailing spouse for myself.

Nope last reports were even if one spouse got the 90 day Non-O and then the year based on retirement at the immigration office, that Penang will not sell 90 day Non-O visas based on "trailing spouse" to retiree (visa/extension) holders
AFAIK there is no consulate in S/E Asia that will do it π
