Assuming your nationality is American, yes, you are allowed two visa exempt entries per calendar year (January 1 to December 31).

I got one in 2019 and it’s about to be 2020 . So wouldn’t be eligible for 2 in 2020

Note - keep the letter from the Labour office that officially states you are 'out of work'. They will give it to you (or your school staff) when you (or they) cancel the work permit.

I've had to use mine several times since then for tax, work permit applications, visa extension renewals etc.

That's the same one you need to take to immigration to officially end your work extension.

When you've done that, you immediately apply for an extension of stay for 7 days for the purposes of 'get your s*** together', and pay 1900 baht

If you are on an extension and your work permit is canceled you need to go cancel your extension that day. Every day that the work permit is canceled and you don't go to immigrations to cancel your extension you are on overstay and will be charged 500baht a day for it when you do go cancel your extension.

you ONLY get 7 days IF you buy that extension denied 7 days to get out of thailand stamp for 1900baht. They don't give to you for free

I'm familiar with the education system in Thailand:

1. If you were on an extension of stay based on employment ("the stamp"), you must leave Thailand the same day the work permit and the extension is canceled. If you do not, then you are on overstay, which is 500THB a fine each day.

2. If you were not on an extension of stay, and only had a Non-B visa ("the sticker"), then you can stay as long as the stamp in the passport is valid,

Okay, keep in mind it is YOUR work permit. While your school could go cancel it for you and give you the documentation it is your responsibility.

It's also your yearly extension and you need to get the termination paperwork from the school AND the receipt that the work permit was canceled and go to the immigration office and cancel your current extension. Once it's cancelled you have to leave the country right then that day OR you have to by a 7 day extension denied stamp that gives you a week to get out of thailand.
