What should I do if my non-immigrant B visa application is rejected due to the absence of a work permit?

Good afternoon, I'm in Vientiane trying to apply for my non immigrant b. This morning the officer has refused my application coz I didn't bring the work permit that I was supposed to get with my last non b. The point is that this permit was never done because differences between the school and I. So finally I left that job. Has someone been in a similar situation? What should I do? Does that means that I couldn't apply for a non b anymore??? Any help will be very appreciated. Thanks.
