I keep getting an error message when I try to upload my passport photo. I emailed but didn't get a response. Is there someone you can speak to?

Take a selfie while standing in front of a while wall. Use natural lights, my pictures had the same issue as yours as it was a but yellowish. Make also sure that your picture fills well in the frame, too far or too close could be the issue

3mb maximum file size, possibly change browsers
