I live on a NON-IMM visa in Samui.I went for a few days to Penang. Back home in Samui I went to the IO to hand them the TM30. I was told to do it online. I tried but cold not. I sent a message via the "contact us" of the IO . I haven't got any answer. I think the fact is that we pay the 2000 fine. Any similar experience???

First your house owner has to register using this on line system. If all is registered, you can log in if the owner is willing you to give the user name and password.

Are you the house owner? Is the address where you stay registered in the on line system by the owner?
