I called up the elite people. They said the fine is 2K THB if you're 7 days late, otherwise there's no fine. There is no other punishments.

For the 90 day report, you will need the following:

1. Copies of the following pages in the passport:

a. The data “picture” page.

b. The most recent visa (if applicable).

c. The most recent entry stamp or extension of stay (if applicable).

d. The departure card (“TM 6”) that should be stapled in the passport.

2. A copy of the previous TM. 47 (if applicable).

3. A completed TM.47 form.

The report is free to submit. If you are 7 days pass due, do not file another 90 day report until it's time to renew your extension of stay. You will pay the 2K THB fine then.
