my experience was positive cuz I got the visa but they are really really really really really strict. Prepare as much documentation as possible and once you are in taipei go to the immigration office near xiaonanmen mrt to get an entry/exit certificate (100nt$), they will require that as a proof of you being in taiwan. They don't require the money to be seasoned but they want to see money going into your account for at least 4 months, even you do apply for soft powers.
