You have to do it in person for the 1st 90 days after entry in the kingdom

Besides the first report in person, online can only be done from 15-10 days before, if your lucky maybe up to 7 days before, after that in person.

By mail you have to send it 15 days before due date so if you've tried online it's probably already too late
