My drivers license is due for renewal in October....I believe/think I can renew up to 90 days before....
I don't want to jump through the hoops, (Dr. cert/residence cert) to go to the window & be turned away only to have to go through the process all over again....
Does anybody know the time frame?

Wild... didn't know you could do it after expiry. I did mine about a month before without anyone saying anything. BTW, length of the renewal validity is dependant on visa. If you happen to be on a tourist visa at the time, they'll only give you two years.
So you can renew it up to one year after expiry of the date on the licence with no issues? What about driving during that time - I assume you'll be fined if you get pulled over and show them the expired licence?
