TLDR : Answer Summary
To renew your expired Thai driving license, which can be done within a year after expiration, you will need to visit the Department of Land Transport (DLT) in person. Required documents include an original Certificate of Residence, an original Health Certificate, a copy of your passport, a copy of your TM6, your original passport, and your old driving license. Additionally, you will need to undergo a reaction and eye test during your visit.

You have one year to renew your license after it expired and yes you need to go to DLT to do a reaction and a eye test. And the documents you need to bring with you is
certificate of residence is necessary, because there is your address stated
Normally it’s no appointment, you just come and make the tests and handover the documents, but now during covid you might first book a time and then come back, if so you can absolutely start to book a time and then fix all your documents
