I have boi promoted non IB but agent did all papers and it's for working investment projects. Investment visa 10mil is much easier because there isn't company or boi papers going. I have read that transfer 10mil to thai bank deposit or buy condo direct from developer and can combined too. After that you just apply initial visa outside thailand.
there is also an extensive background investigation. The whole process takes from 3-4 months. Buying a house is not an approved investment as you can not own the land. Only buying a condo approved by them works.

All decisions, judgments, approvals and acceptance is done by the BOI. They are the ones you want to contact to ask any questions because this type of visa is very dependent upon each person's individual situation and the decisions of the BOI. You'll need to coordinate with them from the begining.
