Some...like CW in Bangkok... allow the 30.day extensions to be applied for as early as 45 days before...but others like in Jomtien Pattaya only grant them up to 3 days before your ending permission to stay date.
That's assuming he's on a tourist visa/ visa exempt of course. If he's on a Non-B, or (I think) certain Non-Os (i.e. volunteering) I don't think he can extend it.
