If my 90day report ends on the 16th but my visa is until the 17th... Do you think its ok to leave on the 17th or I should leave on the 16th?

the 7 day grace period is only for letting you file late. It doesn't change the fact that you completely failed to file after being in Thailand 90 days and never got it take care of. They can and will fine you next time you're in Thailand if they notice.
one day before you leave the country doesn't matter to them. They don't count the days when you return.

Can't you do the 90 days report a week earlier? Or Online-if you do it online it takes a few days to 'clear' so do it 7 days before and if its rejected you can go in and do it, before you leave.

I recently did my 90 day report online and it was back the same day. It all depends on how many requests they get for the time it takes. First time online it maybe a little slower
