If your home country has no embassy then you apply while staying in your country, not the embassy country. You might not have to travel to Sri Lanka at all. Only if an interview is called, then you must travel. I saw a lot of videos of early DTVs where people from South America, Carribean have received DTV while staying in their country while their respective embassy was in Canada.
For Maldives Passport living inside Maldives, just stay in Maldives and everything is uploaded, paid, and received via the Thai eVisa Website, unless otherwise specifically instructed directly to you from the Thai Embassy in Colombo
If the embassy is Sri Lanka is the embassy assigned to handle cases from the Maldives (I believe it is), then you can stay in the Maldives while applying, as that embassy has jurisdiction over both Sri Lanka and Maldives
