Just to share a very positive experience this morning at the embassy in Yangon. Arrived at 8.45, small queue. Very helpful staff. Picking my non o (volunteer) visa up tomorrow. Two of my $20 notes weren't good enough but an office just next door swapped them for me. I did notice they were asking everyone, wanting a tourist visa, for proof of onward travel and funds.
