Another question is, do I need to show onward ticket for my non o -thai wife visa even if I am planning to do the yearly extension?

non-O is a long term visa so you won't be required to show onward travel

I'm applying for multi entry, does that mean every time I exit and return I get another 90 days?

I fly into Thailand in September and I plan to fly out once to the Philippines for a week and then come back. Ultimately, I want to get the yearly extension based on marriage. I'm not sure it's worth doing multi entry for 200usd. Is there a way to do single entry but get a re entry permit or something?

Am I able to get single entry from USA and save the visa for when I fly to Thailand from Philippines? I can fly into Thailand on visa exemption.

with multiple entry tourist visa you'll get 60 days every time you enter Thailand during the validity of the visa. You can also apply for a 30 day extension each time you enter.

Whether they'll be willing to sell you a re-entry permit is up to you and the immigration officer. It's very rare to get a re-entry permit for a tourist visa because it's almost never worth it.

You can ask them not to use your visa but it's their decision on whether or not to do so. A few reports of people not giving the tourist e-visa printout to the officer when entering in hopes of saving it for the future but the officer seeing it in the computer and forcing them to use it.

I think I'll just go ahead and get my Non O single entry and get a re entry permit at the airport for when I have to go to Philippines.

Am I correct to think that the price of the single re entry permit at BKK is 1200b with no paperwork required? -And the re entry permit can be done before checking into your flight?

1200 yes. But you can't do it before checking in for your flight as the re-entry desk is after security but before passport control
