And in todays environment of changes and enforcement by Thai Immigration why ignore the 90 day report requirements? It is a Condition/Rule we accepted in return for permission to stay.

you are correct. But if you need any service from Immigration they collect the 2,000 Thai baht fine. Not a good idea to let such a fine or late 90 day report be ignored.
