TLDR : Answer Summary
When you leave Thailand and your 90-day report is due, the reporting period resets upon your return. According to community feedback, if you are out of the country when your 90 days lapses, the new 90-day reporting requirement starts from your re-entry date. It's advisable to visit immigration upon returning to ensure everything is in order and to show documentation of your absence.

I always go to immigration whenever I get back. Show them I was out of the country when the 90 lapsed and when I was stamped back into the country so I have a 90 day report date always attached to the passport but yes, the new date always runs from the date of re-entry.
