TLDR : Answer Summary
To transfer the ownership of a vehicle to another foreigner in Thailand, you will typically need to provide the bike or car book, a residence letter from immigration, and to visit immigration with your condo rental agreement or blue house book if applicable. Additionally, you will need two photos and your passport. This process is valid for one month, and once you have gathered these documents, you can take them to the Land Transport Department to complete the transfer.

Bike or car book and residence letter from immigration. Go to immigration with condo rental agreement, or blue house book if with wife, 2 photos, passport and it's done. I think valid for 1 month. Take those to land transport and fill their forms to transfer the vehicle.

Depends on the DLT office. You will need to ask the office you'll be using to get the most accurate information.
