I’ve read through a few posts but wanted to clarify a few things since I’m a woman foreigner seeking to marry a Thai male national. Currently I’m on the cv-19 extension and plan to extend again before November 26th, which will hopefully give me until January to sort all the paperwork out.
1. Do U.S. citizens need to provide a certified copy of our passports for the marriage paperwork for the amphur / embassy ?
2. Can I switch from the CV-19 extension to the non-immigrant O visa without leaving the country? As a woman, I do not need to show financial requirements, correct?
3. Does my Thai partner need to show any financial information? I’ve seen he needs to show information about our rental home when I go to apply for the marriage visa 1 year extension.
Thank you to everyone who responds to any of the questions. It’s hard to confirm some info since most online forums cater towards a male foreigner marrying a Thai woman.

Maybe my info is a bit out of date because I married over 20 years ago, but I had to get a Thai certified translation of my passport and birth cert, along with proof of freedom to marry (I had an English marriage cert translated and certified). Thai husband didn't need any financial info, just ID, tabien bahn, witness (from same district and suchlike). Hope it helps. Good luck and congrats!
You will need a right to marry notarized form from the US embassy that states you have either never been married before, or that you are legally divorced, and have the court documents with you to prove it. This is the most important document you need in order to marry a Thai.
Its a proof of address, house owners get a blue book, we as foriegners can get put onto the yellow book, saves having to go get letter from embassy for stuff. But only if your Husband to be owns a house.

I do not believe so, ask the local amphur office though.

You may have to purchase an in-country Non-O visa from your local immigration office. FOR BANGKOK IMMIGRATION, expect the following documents:
1. The applicant’s passport and a copy of:
a. The data “picture” page.
b. The most recent visa (if applicable).
c. The most recent entry stamp or extension of stay (if applicable).
d. The departure card (“TM 6”) that should be stapled in the passport.
e. A TM30 filed at the local immigration office
2. The extension of stay application form (“TM 7”).
3. A marriage certificate with a certified translation by the Ministry of Foreign Affairs, if the certificate was not issued in Thailand.
4. For marriage, a front and back copy of the Thai ID card, the original and copy of the Thai house book, and an updated Kor Ror 2 showing the marriage is still current, acquired from the local amphur office.
5. Female foreigners married to Thai males do not need to show income or proof of savings.
6. Photographs of the applicant and the spouse or child outside the home with the house number visible, and throughout the home.
7. 2x passport sized (4cm by 6cm) photos.
8. 1,900 THB processing fee.

A TM30 should be accepted, depending on the immigration office.
Before borders shut down I came in on a 60 day tourist visa. I’ve read it’s possible to obtain the non-immigrant 90 day single entry within country but the multiple entry has to be obtained outside the country.
I’ll answer what I can from my personal experience. But I’ll caveat it with what many others will probably say…each office probably requires different things so to say for sure would be nearly impossible.
As far as your questions:
1. I did not have to do anything other than photocopy my passport. It was not certified.
2. I don’t know.
3. We did not have to show any financial records of any type in Thailand. She had to show her house book but that’s it. However, when I got my 90 day visa in Laos we had to show her bank book and it had to have some ridiculously low amount in it that I cannot recall.
