As you are an Indian citizen, you need to obtain any Thai visa in your home country.

Visa on arrival is limited to 15 days into Thailand. No extensions allowed.

Do you have resident status in Hong Kong/Macau?

If you do look at the Thai Consulate website in Hong Kong to see if you meet requirements for a Thai visa.
