If I leave Thailand to renew my tourist visa, how soon am I allowed to re-enter the country and renew it without issues? Are there specific rules or timeframes I should be aware of? Be aware that I'm still not in Thailand, therefore I'm planning to move within a few months with Regular tourist visa. Thank you for any information.

You can stamp out, stamp in, turn around and stamp out and back in if you wish unless the border you are using has special requirements to stay one or two nights

You say you're planning on moving to Thailand. You cannot live in Thailand on tourist entries. Eventually you'll be stopped and questioned and receive a warning, or just outright be denied entry. They've been cracking down hard since the visa exempt was increased to 60 days. There is no policy that you're asking about, each entry is at the discretion of the immigration officer you're standing in front of.
