Hello everyone, Is there anybody got DTA visa from Malaysia?

I want to ask a bit questions from it.

Do I need to do dual certification with my document?

You know this for sure? How do you know this? Some countries only allow residents of that country to apply for the DTV. Korea is an example of this. So are other countries. Can you show evidence that non-residents of Vietnam can apply in Vietnam?

I have a Myanmar friend who is in Thailand and is planning to come to Vietnam next week to apply for a visa. Today when I went to the Embassy to ask, they said it was possible.
