You have to have a onward flight ticket out of Thailand and hotel or hostel booking to do a T Visa in Penang. You will have to print out the confirmation and hand it in with your Tourist visa application. 🙏

The real rule is onward travel meaning a bus ticket, a train ticket or an airline ticket.

That's been the policy in Penang for a good while now though.

Not onward flight, just onward travel. Basically the same at most Consulates in the region, apart from Vientianne. Thanks for the update anyway.
