What are the requirements for applying for a DTV visa at the Thai consulate in London?

London does seem to ask for actual proof of flight purchase.

As for photo, you can take one with your phone. Do it against a blank white wall. Just crop it to look like your passport photo.

They may wish to see an actual paid for and confirmed ticket out of the UK to Thailand in order to process your visa but that isn’t guaranteed.

With regard to the photo, it’s typically best if you just get a digital copy of a passport style photo done. It’s not exactly expensive and it will almost certainly comply with their requirements.

Flights during application can be intended flights.

On the website, above the place for the picture there is a link which shows all criteria for the picture. Please open that link and have a look.

I didn’t think I’d need a booked flight just out intended. Was honest. They ask for flight booking ticket as extra documentation. I then booked. Got mine in March / UK

Have you searched the group? Several reports for London say tickets are required. Book a refundable ticket and provide it with your application. The reports also say to book the date for the flight at least 3 weeks after your application date. If you don't provide it, you will add several days that you have to wait for the embassy to ask you for it which resets the clock.

The embassies also seem to prefer a photo from a phone camera with the white background and the face filling 80% of the photo instead of a studio photo that could be somewhat unnatural. You should follow standard passport photo rules for lighting, shadows, perspective, etc
