TLDR : Answer Summary
A user reports that the Thai Embassy in Hanoi has recently changed its documentation requirements for the Non-O volunteer visa, having been rejected for not presenting a new required document that was not communicated on the embassy's website. The user also notes negative experiences with the embassy staff's attitude during the application process.

A friend of mine was here for a ed visa about 2 months ago had a great experience but it seems like new staff now so rude and unprofessional and unhelpful I was shocked and I have been to many Thai Embassy in other countries but never been treated like this but it is what it is live and learn and will do another way

This new attitude is reflected in the declining quality tourism numbers ...maybe the Chinese like to be treated like this

Most of tourists come on visa exempt entries for 15-20 days or less, or at least on VoA. Minor fraction of all tourists come for a longer period, many of them still on visa exempt entries, only part of them would require upfront , and even smaller numbers are getting all the rest of kinds of visas.

Hence, these all issues about visas at embassy and consulates have no relation at all to immigration experiences of absolutely vast majority of tourists.
