So where are we when you are on first year of OA issue in home country ( US ) before Oct 31 and left Thailand for few weeks and return in first year . Stamped in for 12 months without proof of insurance ?

it may sound very silly, stupid and defending of Thais, but there was a very good reason to start introducing the health insurance for foreigners. It sounded like this: "Last year, foreigners incurred 305 million baht in unpaid medical bills, the year before, 346 million baht in unpaid medical bills."

If they want it they want it and there aunt nothing you can do about it but buy the insurance or leave. If you get away without it hood on you but eventually they’ll catch you out

I flew in to Suvarnabhumi on 11th November with OA issued in February. Not even the batting of an eyelid. However, note James comment..."then again". This IS Thailand!

I flew in yesterday with an OA visa from before Oct 31. Woman asked about insurance but the IO next to her said I don't need it

Yes...it appears IF O-A was issued BEFORE October 31, 2019...admitted without health insurance being questioned. But...then again...Good Luck. Hopefully that follows.
